The Steering Committee is a volunteer group of condo owners working to improve owner communication and facilitate the establishment of a Board.
The Quarters was established as a horizontal property regime in 1985—a legal structure assigning individual ownership of units along with shared common areas—via a Master Deed dated July 10, 1985. Throughout that same year, the first condos were built and occupied, marking the start of this St. Andrews neighborhood community.
Many units share a similar layout: about 1,050 sq ft, two bedrooms, two baths, a wood-burning fireplace, deck or balcony, and a modest HOA fee (typically $200–$244/month) covering water, sewer, trash, exterior maintenance, landscaping, and community spaces. There are also one bedroom, one bath units.
The neighborhood sits in Columbia's St. Andrews area, close to major interstates (I‑20 & I‑26), shopping & dining (Harbison), and green spaces like Harbison Forest.
Listings for sale or rent often range from $60,000 to $90,000, or $795 to $1,645/month, respectively.
